Planning before you recruit

Recruitment should follow workforce planning, not panic. Clarify: Is the need permanent (AST/AD post) or temporary (contract agent, secondment)? What grade and profile? Budget line confirmed? Approval from DG HR? A poorly scoped vacancy wastes months and demoralises panels.

  • Workforce plan alignment with DG HR
  • Job description and selection criteria agreed upfront
  • Panel composition with gender balance and trained evaluators
  • Realistic timetable communicated to hiring manager

Fair and transparent selection

EU recruitment emphasises merit, equal treatment, and transparency. Criteria must be job-related, applied consistently, and documented. Avoid informal pre-selection. Every candidate receives meaningful feedback where rules require it.

Important: Bias alert

Panels often unconsciously favour candidates who mirror existing team culture. Use structured scoring grids and challenge 'culture fit' arguments that mask homogeneity preferences.

Onboarding for integration

Selection is the beginning, not the end. A structured onboarding plan — institutional induction, DG-specific briefing, buddy assignment, clear first-month deliverables — accelerates productivity and retention. Never let a new colleague sit idle waiting for login credentials or a desk.

Practice

Hands-on

Apply this lesson before you move on. Your work is saved in your personal workbook.

Decision scenario

The ‘culture fit’ objection

You chair a selection panel. After interviews, a panel member says: ‘Candidate B scored highest, but Candidate A would fit our team culture better — let’s go with A.’

What do you do?

Key takeaways

  • Recruit against defined needs and criteria, not personalities
  • Document panel decisions to withstand scrutiny
  • Onboarding is a management responsibility with measurable milestones

You haven't finished the practice block yet. You can still mark the lesson complete — or finish the practice first (recommended).
