Performance Assessment and Development links individual contribution to organisational goals, supports career development, and informs promotion and reward decisions. When done poorly, it becomes a bureaucratic ritual. When done well, it clarifies expectations and motivates.

Setting objectives that work
Objectives should be Specific, Measurable, Achievable, Relevant, and Time-bound — but also within the staff member's control. Avoid loading objectives with external dependencies (Council negotiations, third-country decisions) without acknowledging risk.
Weak: 'Contribute to better communication.' Strong: 'By Q3, lead revision of the unit's stakeholder newsletter (frequency, template, distribution list) with measurable open-rate baseline and two stakeholder feedback rounds.'
Rating calibration and fairness
Managers inflate ratings to avoid conflict or deflate them punitively. Both distort the system. Participate in calibration sessions with peer managers. Compare standards across units. Document evidence for ratings — achievements and shortfalls — throughout the year, not in a last-minute memory scramble.
Difficult appraisal conversations
Prepare: facts, examples, listen actively, allow response, agree development steps. Separate the person from performance where possible. For strong ratings, avoid generic praise — specify what excellence looked like so it can be repeated.
