Interest-based negotiation
Positions ('We need X') hide interests ('We need predictability for budget planning'). Uncover interests to find trades. In interinstitutional work, face-saving matters — allow other parties to claim wins.
Building coalitions
Identify allies before formal comitology or trilogue phases. Share drafts early with constructive DGs. Address objections in writing. A head of unit who arrives at interservice meetings having pre-aligned three DGs is exercising real leadership.
Escalation with judgment
Escalate when: mandate is unclear, deadlock threatens legal deadline, or ethical/compliance issue arises. Do not escalate to win petty disputes — it burns capital. Present options and implications when escalating, not just conflict narratives.
